19 March 2020 – draft legislation and explanatory notes have been published.  The planned reforms to off-payroll working rules (“IR35”) are not included, following the recent announcement in parliament that these would be postponed from April 2020 to 6 April 2021 “in response to the ongoing spread of coronavirus to help businesses and individuals affected”.
